Meeting was called to order at 6:00 p.m.
Police
Update on the 2013 Deer Management program was given. Ten individuals signed up of
which seven actively participated. A total of five deer were harvested. Program was
considered a success. Summary report from Lt. Asbrock is attached.
The $1000 donation from Wal-Mart is being designated to outfit the ATV. There is an
appropriation to transfer the money from the general fund to police capital for this use.
Our Committee recommends this be passed under emergency measure.
Sex Offender Ordinance was discussed. The recreation department already has had a
policy in place (attached) since 2005. To date, the department has never had to implement
this policy. Our committee recommended that Mr. Burke review the current policy to
determine if an ordinance is necessary.
Due to a recent resignation, Chief Korte will begin the hiring process shortly.
Fire
• The new ambulance has been ordered from Horton Ambulance. Delivery is expected in
October. Estimated cost is $174M plus peripherals. Engine will be gas instead of diesel.
• Medicount Review. Revenue for 2013 was $139M - an increase of3% over 2012.
Collection rate was 76.3% Chief Hauck has a full report available for review.
• There is an appropriation in the amount of $170M for new self- contained breathing
apparatus. We will receive a Federal Grant in the amount of $154M to offset most ofthis
cost. Since this wil l need to be bid, Chief requested an emergency clause and our
committee agreed.
• In conjunction with the recreation department, the fire department is researching a
lightening detection system for the municipal grounds similar to the systems used on golf
courses. This would be an upgrade to our current warning system.
Recreation
• There is an ordinance on the April agenda to hire 2 part time and 11 seasonal employees.
An emergency clause was requested, and our committee concurred.
• Due to expected large turnouts for the pavilion concerts scheduled for Saturday June 71h
and Saturday August 16th
, the police department will be assisting with traffic control at
these events. The fire department will also be assisting if needed.
Other Business
• Discussion of Type A Daycare. A request for comments was made. There were no
comments.
• James Jeffers updated our committee on the Village information signs and the new
shelter house.
A motion to adjourn was made by Mr. Puthoff, seconded by Mr. Ranz at 6:50 p.m.

Ref: 2013-14 Deer Management Summary
Ten hunters registered to participate in the 2013-14 deer management program. Of the ten
hunters, six were Evendale residents and one was an Evendale employee. The three remaining were on
the "Deer Damage Control Permit" administered by the Ohio Division of Wildlife at Gorman Heritage
Farm. From these ten, we know that seven individuals actively participated in the program. These
seven individuals harvested a total of five deer (two does and three bucks). In addition, two deer were
shot at but the participants were unable to recover the animals due to private property concerns. I
believe these deer could have been recovered under normal hunting scenarios that would allow a
hunter to track the deer further.
To my knowledge, we did not receive any complaints regarding the program as a whole or any
negative encounters between hunters and residents. The manner in which this program has been
administered should limit any potential conflicts or concerns.
In summary, I believe the first year of this program's implementation has been a success. The
limited number of participants was sufficient to cover the deer management areas within the Village. I
believe that the number harvested this first year is a good starting point for this program but I believe
the targeted goal should be at least ten deer harvested per year. We will continue to look for ways to
improve the program.

Monitoring of Registered Sex Offender(s)

Our ever evolving criminal justice system requires our recreation departments to evolve
as well. Specifically, it is our responsibility to be prudent in protecting children who
participate in recreation programs and facilities. Being aware of registered sex offenders
who use parks and facilities is very important. The following are procedures that have
been developed to best monitor offenders, while maintaining their rights as individuals.
The process of reviewing this policy, and taking steps and action, if necessary, will be ongoing.
At the same time, after reviewing the process, if steps and actions are necessary, a
prudent and reasonable level of professionalism will be the standard for all recreation
department staff.
• A binder of information on Hamilton County registered sex offenders will be maintained
at the Recreation Department office.
• During the first week of every month the Administrative Secretary or Recreation Director
will check with the County and State for updates to Hamilton County's list. Updates
shall be maintained in the "Offender's Binder."
• All Hamilton County registered sex offenders will be cross-referenced with our
Department's registration/participation database on a monthly basis by the
Administrative Secretary or office staff.
• A list of registered offenders found during the cross-referencing process will be
immediately forwarded to the Evendale Police Department for additional screening.
• All registered offenders fonnd in our database wiD also be confidentially "red flagged"
for monitoring while participating in programs or fucilities. The note for the customer
profile should read "Sexual Offender: Allow aceess and contact senior administrator
on duty immediately and confidentiaDy."
• It is the senior administrator's responsibility to monitor all sexual offenders participating
in programs or facilities by being aware of where the sexual offender( s) are during their
visit Senior administrator's need to use good judgment when monitoring individuals to
avoid claims of harassment or embarrassment from participants.
• After completing additional screening for submitted names, the Evendale Police
Department will notify our department if there are any individuals who are not
permitted to be in or at any facilities, parks, etc., where children may be present, as
a condition of their parole. These individuals' customer profile will then be modified to
read "Restricted Semal Offender: Allow access and contact senior administrator
immediately and confidentially_"
• It is the senior administrator's responsibility to immediately contact the Evendale Police
Department if any individual red flagged as a "Restricted Sexual Offender" enters any
facility where children may be present The senior administrator should diligently
monitor the whereabouts for this individual until police arrive.
• Where available, the close circuit surveillance system should be maintained properly for
effective CC1V monitoring and recording.
